National Numbering Agency for the Maldives

Maldives Securities Depository Company Pvt Ltd is the National Numbering Agency for the Maldives and a registered member of the Association of National Numbering Agencies (ANNA).

As the National Numbering Agency, MSD supports the identification of financial instruments issued in the Maldives through internationally recognised securities identification standards, including the International Securities Identification Number (ISIN), Classification of Financial Instruments (CFI) and Financial Instrument Short Name (FISN).

These identifiers play an important role in strengthening market transparency, improving data quality and supporting the efficient processing, reporting and recognition of financial instruments across local and international markets.

The Association of National Numbering Agencies, commonly known as ANNA, is the global association of numbering agencies responsible for supporting the use of international standards for financial instrument identification.

Through its membership with ANNA, MSD represents the Maldives within the global numbering agency network and supports the application of internationally recognised standards for securities issued in the Maldives.

What is an ISIN?

An International Securities Identification Number, or ISIN, is a unique international code assigned to a financial instrument.

ISINs are used by issuers, investors, brokers, exchanges, depositories, custodians, regulators and data vendors to identify financial instruments in a consistent and standardised manner.

An ISIN helps ensure that securities can be clearly identified across different systems, markets and jurisdictions.

ISIN allocation

MSD facilitates the allocation of ISINs for eligible financial instruments issued in the Maldives, in line with applicable international standards and numbering agency requirements.

This may include securities such as:

  • Ordinary shares
  • Preference shares
  • Corporate bonds
  • Sukuk and other Islamic capital market instruments
  • Government securities, where applicable
  • Other eligible financial instruments issued in the Maldives

CFI and FISN assignment

Where applicable, MSD supports the assignment of related international identifiers, including:

  • CFI Classification of Financial Instruments categorises the type and characteristics of a financial instrument.
  • FISN Financial Instrument Short Name provides a standardised short name for the instrument.

These identifiers provide additional information on the classification and short name of the financial instrument.

Data integrity

Maintenance of securities information

MSD maintains relevant securities identification records and updates information where required due to changes in the details of a financial instrument.

This may include changes arising from:

MSD provides guidance to issuers, arrangers, market intermediaries and other stakeholders on the requirements and process for obtaining securities identifiers for financial instruments issued in the Maldives.

Who can apply?

Applications for ISIN and related securities identifiers may be submitted by:

  • Issuers of securities
  • Listed companies
  • Public companies
  • Private companies issuing eligible financial instruments
  • Arrangers or advisors acting on behalf of issuers
  • Government or public sector issuers, where applicable
  • Other market participants authorised to act on behalf of an issuer

Process

How to apply

Applicants seeking an ISIN or related securities identifier should submit the required application and supporting documents to MSD.

The application should include relevant information on the issuer, the financial instrument and the purpose of the issuance.

Required documents may include:

  • Completed application form
  • Issuer details
  • Details of the financial instrument
  • Board or shareholder approvals, where applicable
  • Offering document, prospectus, information memorandum or term sheet, where applicable
  • Regulatory approvals, where applicable
  • Any other documents requested by MSD

Important notice

Only identifiers issued through the official National Numbering Agency framework are recognised as valid securities identifiers.

Market participants are advised to obtain ISIN, CFI and FISN information through official sources and to exercise caution when dealing with unauthorised third parties claiming to issue or maintain securities identifiers for Maldivian financial instruments.
